Add Support for Alternate Download Site

This release adds support for specifying an alternate download location for the SignalSciences agent.

If SIGSCI_AGENT_DOWNLOAD_URL is set, the buildpack will download the agent specified in the environment variable instead of the standard download site.

Windows Stemcell Support

This release adds support for Windows 2019+ Stemcells on the Tanzu platform. Support for the latest LTS (2.11) version of TAS was also added.
