Integrated the references to the centrally managed github actions in actions. This allows for easier maintenance and centralized versioning of the actions. Currently linting actions and build + test actions are included.
Release action will be triggered by adding a new semantic version tag (e.g. 1.2.3) and will publish a new package; generation of release notes is not yet supported
