   * Enable FeeHistory estimator for Polygon zkEVM
   
   * Update PriceMin
   
   * apply suggestions
   
   * Set CacheTimeout to 2 seconds
   
   * Revert back to 5s cachetimeout
   
   * Change timeout to 4 seconds
