This PR changes the way we load in proteins. Now, decoy proteins are checked for peptides that are exact matched to target peptides. If anything is found, a new decoy protein is generated to avoid exact matches to target peptides. This is done in MetaMorpheus task, before any search is ran.
This also depends on #2391 and a PR I have open in mzLib
