aws-crt-swift was updated to use swift 5.7.
In order to unblock PRs in this repo and in aws-sdk-swift, we will remove building of crt and use the pinned crt package version.
we can revert this PR once we downgrade crt back to swift 5.5 or upgrade our other repos to swift 5.7
