Fix sbt-dynamodb usage

A few issues:

• plugins tasks being executed for each subproject when we're at project root
• existing plugin settings end up in prematurely terminated dynamodb instance which breaks some tests with connection refused error since dynamodb is terminated before all tests are finished

I'll turn the implicit usage to an explicit one to make maintenance easier
