Add translation bot config that disables sync PRs #64

This PR adds a small config file for the bot, which will make it stop submitting daily sync PRs (see Bot configuration).

Since you're targeting 0.8.15, the bot is currently hard-coded to skip this repository. When you merge the PR, I will be able to change that, letting you control the bot yourself.

Okay, we're thinking to add the bot after completing this version (0.8.15).

Do you want to translate 0.8.16 first? We have just released it and if you enable the bot you'll now get some unreleased changes from 0.8.17 mixed in. I could manually create a sync PR specifically for 0.8.16 if you want to translate and get it tagged. Then you could enable the bot and stay up to date.

Eventually I want to automate these sync PRs for specific versions but for now I can create them manually. Just let me know when you want one.

I'd say we first translate 0.8.15 since the assignments are made, and then update to 0.8.16 or 17.

Let's merge the PR. It adds the bot functionality but the bot will be turned off.
