0.7.13 is not supported on ubuntu-latest

Never mind, I guess Travis isn't connected properly to github here. Looks like 0.8.3 is building successfully, at least past the errors that were happening with the SPL install.

Note, I thought Travis was going to run on this pull request. I have 0.8.3 working in a separate branch that I am experimenting with google actions, so it should work here as well.
