Upgrade docker-sonic-vs to bookworm #20697

Why I did it

This updates the docker-sonic-vs container to be based on Bookworm.

Description for the changelog

Link to config_db schema for YANG module changes

A picture of a cute animal (not mandatory but encouraged)

This updates libnl3 to the version that is in Bookworm. There is one
patch still pending that is not present in 3.7.0. The functionality
provided by the patch has been upstreamed and is present in newer
versions of libnl3, but the implementation is slightly different.

When the update to newer versions of libnl3 happens and this
functionality is present, some code changes may be needed.

Looks like there may have been a no-change rebuild in Debian for this
package that's not visible from tracker.debian.org

The explicit libnl3 package installation should've been added to
docker-syncd-vs instead of docker-sonic-vs.
