Backport SAI 1.4 into 201811 branch.
SAI code and binary are kept the same as master.
- How to verify it
Image was built on a BRCM platform with this changes and updated sonic-swss and sonic-sairedis repo mentioned above. Sanity checks worked fine. (show interface status, bcmcmd commands)
