Update sflow rules and Makefile to pick up the latest tagged release from https://github.com/sflow/host-sflow/releases/tag/v2.0.25-4

Recently, the following sflow PRs changed the "admin_state" from "enable/disable" to "up/down" (to be compatible with the upcoming sonic management framework yang)
