Changed to sff84xx driver to optoe driver,

Made the necessary changes in sfputil and platform init scripts to bring in the support

Do OIR, check sfp presence,eeprom and DOM command output.

used overriding method instead of making changes in sfputilbase.py and changed the sff84xx to optoe driver for both QSFP and SFP.
