update multiDB changes in utilities, including:

[MultiDB] sonic-utilities - replace redis-cli/redis-dump with sonic-db-cli/sonic-db-dump ([sonic-slave]: Update golang version to 1.8.3 #810)
add support for MCLAG ([rsyslog]: Remove /var/run/rsyslogd.pid before starting rsyslog #453)
[reboot] make sure the reboot happens even if platform reboot failed ([sonic-mgmt]: move sonic-mgmt docker build into sonic-slave #819)
Multi-Db changes for NAT feature. (ASIC part support for Celestica DX010 platform(Three port breakout configurations) #818)
[Command-Reference.md] Unify Usage statments and Examples (including sample prompts) ([platform/Seastone] Add a new supported platform, Celestica Seastone-DX010 #816)
