Update eldritch dev docs (#72) * started docs to write eldritch function * Added eldritch dev guide docs. * Added header and tips. * premalink typo. * Standardized with "function" instead of "command" * Minor updates, +tips. * User docs. Error handling, and data types. * Updating toc for nav.

Adds developer documentation to get started building eldritch functions.
