Cause ain't nobody got time for 1.9 anymore.
Because they are annoying as hell.

Fixed all of the annoying build warnings; since 1.9.3 support has ended, upped Ruby version for dev to 2.1.
This can wait to be merged whenever we cut another release for something else.
