As with QtPy Issue #83, would it be possible to add the basic documentation files like LICENSE and README.md, as well as the docs subdirectory, to future PyPi releases? Thanks!

Update manifest template

Future tarballs would now include the Sphinx documentation and makefiles and the project's LICENSE file. I have added the CHANGELOG.md and README.md, which are desirable for packaging in Linux distributions.
