As a cluster admin, it should be possible to declare IPs that are reachable from a Kilo logical location so that nodes in other locations can access them.

An easy way to implement this, would be to add an annotation to any node in a location.
Long term, we may consider a location CRD that selects nodes and declares allowed IPs.
