Update terraform + aws dependencies; build on go 1.14

I'm doing this mostly to work with terraform 0.13, so I'm not certain the aws bump is necessary. If there's a known way to use version 0.4.1 with terraform 0.13 I'll happily use it 😁

Go binaries are statically linked so I think there is no way to use 0.4.1 with terraform 0.13 if terraform broke the protocol that they use for communication between providers and the core.
