Reduce size of ssss electives #106

Changes:

Change executive layouts from column direction to row direction, allowing 1 row to have 4 cards in the Macbook screen from the previous 1 card 1 row layout.
Add hover animation when the card is hovered to see the description and social links
Persist card display on mobile to still display descriptions and social links on unhovered state
Fix some typos on the page intro
