- Built using python cookie cutter template - Initial CLI and python package setup
A command for iserv (`pystac iserv`) has been added with two subcommands: 1. `create-feature` parses a directory of assets and creates a feature json file 2. `write-product` writes a product specification to a local filepath
In some cases exif dates are missing from the tiffs to process, when this is the case use the prefix to determine the datetime from the file prefix.
Also adds it to ISERV stac generation

Forgot to make a PR for this when I first pushed up this branch. Currently don't have a great way to test this, but this should add basic support for generating COGs.
