fix(console): prevent dirty git workspace after yarn install

Description

• Regenerate yarn.lock to prevent e2e test failures.
  This is due to a defect in yarn, the related issue can be found at yarn install changes yarn.lock file yarnpkg/yarn#4379.
• Add a CI to check for the generation of inconsistent yarn.lock, historical run records can be referred to for further details. https://github.com/star-whale/starwhale/actions/runs/7320339566/job/19939321495
