Newer wg-policy policy APIs cannot be used before kyverno/policy-reporter#461 is resolved. This PR adds generation of apply configurations for the wg-policy API currently used by Kyverno. This will allow us to introduce an opt-in while we wait for policy-reporter (and Kyverno) to support the newer API.
Also removing
tools.go- that seems unneeded with the recent version of applyconfiguration-gen.
