Show in-app notification when user receives a one-on-one message

As a user
When I receive a contact request
I want to see an in-app notification
So that I can action it quickly

Requirements

According to specs in Figma - Shell for Mobile, the new Activity Center will use different rules for notifications. In the old Notification Center, a 1:1 message immediately generates a notification.

Confirm the following behavior with Design team, because it might be outdated. Some requirements will probably require changes in status-go.

• Notification event happens if the user hasn’t been 1on1 messaged by the other use in the previous 1 hour
• Do not show if the user has been previously 1on1 messaged by the other user in the previous 1 hour
• Do not show if muted
• Do not show if user in 1-1 chat with this user
