Profile photo is not updated when synced from other device

Problem

The picture is not updated on mobile after setting it the profile picture on desktop and waiting for the changes to be synced

Expected behavior

The profile picture is updated

Actual behavior

On both apps the profile picture will be updated after reopening.

Reproduction

1. Open profile on desktop
2. Change profile picture

I tried reproducing this issue with the changes present in #21830, and I noticed that mobile will sync the profile photo when desktop changes the photo, but desktop will not change when mobile changes the photo. So perhaps this issue is related to status-desktop not handling the profile photo syncing (?).
