Description

What is the purpose of this pull request?

This RFC proposes to add a routine to perform one of the matrix-vector operations y = alpha*A*x + beta*y where alpha and beta are scalars, x and y are n element vectors and A is an n by n symmetric matrix, supplied in packed form as defined in BLAS Level 2 routines. Specifically adding @stdlib/blas/base/sspmv is proposed.

LGTM. Thanks, @aman-095.

Note that there were still a number of copy-paste errors that needed to be fixed. Would be good to get those addressed in other PRs, such as for ssbmv.
