What is the purpose of this pull request?

This pull request:

• Refactors blas/ext/base/dsort2ins
• Added addons in C instead of C++
• Updated examples and style as per the commits mentioned in [RFC]: refactor blas/ext/base/dsort2ins to follow current project conventions #1496
• d66d80c (saxpy), 3c82fe7 (cswap), and 5b15c96 (dasum).
