Add Ubuntu 24.10 and Fedora 41 to CI. (netdata#18753)

* Add Ubuntu 24.10 and Fedora 41 to CI. * Fix broken DNF package install checking in dependency handling script. * Force usage of DNF on Fedora for dependency handling.
