feat: Add support for useDate=string (#221)

* Add support for useDate=string

* fix: remove redundant check for undefined

* fix: run codegen again for changes in master

* fix: update-bins and run codegen again for changes in master

This is libprotoc 3.13.0, I guess it's the expected version otherwise there
would be more changes than this.
