I have to admit that removing the UART's hardware flow-control in #533 was way too hasty. This PR re-integrates the RTS/CTS flow-control in a slightly simplified way: a single control register bit is used to enable/disable the entire flow-control mechanism. If RTS and CTS are not required at the same time the according signal can be left open or has to be tied to zero, respectively.
