Optimize the stonedb build script stonedb_build.sh, check whether the compilation tools and third-party dependencies meet the requirements, and give a prompt if the version is incorrect.

Additional context

Ensure that the tools and third-party libraries used in your environment meet the following version requirements:

1. GCC 9.3.0
2. Make 3.82 or later
3. CMake 3.7.2 or later
