Docs: Update Bitovi GitHub Actions snippet

What I did

Updated the GitHub Actions version for bitovi/github-actions-storybook-to-github-pages from v1.0.1 to v1.0.3 in the documentation to avoid the pipeline failure associated with version v1.0.1, as described in bitovi/github-actions-storybook-to-github-pages#6.
