launch: nudge users to fly deploy if they can see app with the current app name #3622

Change Summary

What and Why: Sometimes the distinction between launch and deploy is confusing. This makes it more clear to new users that launch is for first-time setup, and deploy is for subsequent deploys.

How: When launching an app, if the user can see an app in their orgs with the name that launch has gathered for the app, it will prompt them to try fly deploy instead, or continue with launch for a new app.

Related to: lowering the launch error rate :)
