feat: replace flake8 with ruff

Closes #125.

After this PR:

• Make a note of getting rid of absolufy-imports once ruff can autofix it (Remove absolufy-imports once integrated in ruff #150).
• Make a note of adding darglint once ruff has implemented its ruleset (Add darglint once integrated in ruff #151).
• Add DTZ when available.
• Add E203 and W503 to ignores when available (Add E203 and W503 to ruff ignores when available #152).
