Support speed field is disabled when it should not be.

What happened?

When I'm using a profile with support generation turned off, I still need to edit support speeds for a couple reasons:

1. It's common to turn supports on/off with the same profile. It's unnecessarily confusing to disable this field even when it's temporarily not used.
2. Disabling this field when skirt/brim are used as derivative %-age based fields makes it impossible to edit the "base support speed", which you should be able to do. Here's a screenshot of what this looks like, and a simple project file where the issue shows up.

I suggest that this field just never be disabled.. it's useful to edit support speed without having to turn on supports.
