Go 1.16 [1] is finally released so the Go version used for the `actions/setup-go` action in the `ci` workflow has been updated from `1.15.x` to `1.16.x` and the defined Go version in the `go.mod` file has been bumped to `go 1.16`. [1]: https://golang.org/doc/go1.16 GH-54
