ui: add route for universal integration keys #3838

Description:

Adds a dynamic route for new universal integration keys, where the url is defined by the name
Adds text Submit to configure universal key rules when the user selects type Universal Integration Key in the create dialog
Redirects to the page on create (create mutation not working 100%, TBC)
Renders Page Not Found if the the experimental flag is not set
