This PR makes sure V8 v12.2 can be compiled on all platforms. GH action runs where it passed can be found here (same changes, only before rebasing): build-tarball, test-linux, test-asan and test-macos. I have also started a Windows run on Jenkins (locally all passed).
@targos this should cover all of the platforms affected last time. We could wait for the Windows job to finish on Jenkins before merging, although Windows changes should be the same as the last time when I ran tests on Jenkins successfully.
