PR #956 adds support for conversion. Leaving this issue open for unit tests to be added to tt-torch and tt-xla.

ttnn.is_finite is generating invalid results for nan, inf, -inf.
tt-metal issues: tenstorrent/tt-metal#6724 and tenstorrent/tt-metal#14077
