This resolves #257.

Provide the host interface and GPIO pins exposed on
CJMCU SC16IS75x breakout board headers.

This shield is less a plug-on module in the conventional sense
than more a wiring for interconnection of certain signals from
a board down to the SC16IS75x breakout boards.

This is a collection of very simple and often copied breakout boards
as Zephyr shields based on the NXP SC16IS750 or SC16IS752 chip.

- BOB-09981: I2C/SPI-to-UART Breakout - SC16IS750 shield by SparkFun
- CJMCU-750: I2C/SPI-to-UART Breakout - SC16IS750 shield by CJMCU
- GT-SC16IS750: I2C/SPI-to-UART Breakout - SC16IS750 shield by Q-Baihe
- CJMCU-752: I2C/SPI-to-UART Breakout - SC16IS752 shield by CJMCU
