Organizing Repository Packages

We've been consolidating tools related to calibration within this repository, but we've encountered inconvenience due to the varying update frequencies and code volumes of each tool.

Specific inconveniences include the following:

• When wanting to use a specific tool, others also get downloaded, leading to unintentional builds of all tools.
• It's difficult to create specific versions of certain tools.
• The calibration under the sensor folder is the largest and may be introduced as open-source software (OSS), but the presence of other tools can be confusing.

Therefore, we plan to organize the repository as follows:

• This repository will focus solely on calibration tools related to the sensor folder.
• Other folders like localization, vehicle, and control will be moved to the 'autoware_tools' repository.
  • autoware_tools serves as a repository for aggregating Autoware-related tools.

We aim to begin the migration around one month from now.
