Allow to access managed service per tenant

Description

In a multi-tenant management environment, we need to allow es-kube-controller to talk to manager service in the tenant namespace instead of tigera-manager.

For PR author

• Tests for change.
• If changing pkg/apis/, run make gen-files
• If changing versions, run make gen-versions
