What did you do?

Encounter error when creating grant/evict-leader-scheduler, it will not return error

What did you expect to see?

report error

What did you see instead?

everything is ok

What version of PD are you using (pd-server -V)?

Master has been fixed by #7802, we can cp it to <=7.5
