Feature Request

Is your feature request related to a problem? Please describe:

Auto analyze impacts to online transaction is a common issue when the system capacity is smaller.

Describe the feature you'd like:

TiKV needs to provide better control to minimize the impact of periodical Auto Analyze. Or rather, we need to make sure its cpu cost is under control. And when the system is idle, the quota can be extended automatically.

Describe alternatives you've considered:

Teachability, Documentation, Adoption, Migration Strategy:
