Version 0.17 - March 2015

This version is not binary compatible with OCE 0.16, OCE_ABI_SOVERSION
was incremented.

• Upgraded to OCCT 6.8.0
• Build system changes
  • Remove OCE_DISABLE_BSPLINE_MESHER option, OCCT improved meshing
    in recent releases.
