Trying to run fuzz tests from the 1.9.0 release tarball:

test/fuzz/init-token-label.fuzz32.c:12:10: fatal error: 'wrap_tpm.h' file not found
#include "wrap_tpm.h"
         ^~~~~~~~~~~~

dist: add fake-tpm to release tarball

The fuzz tests need fake-tpm so add it to the distribution tarball
generated via make dist.
