What this PR does / why we need it:
This PR introduces estimation threshold control to replicas estimation. This enables user to control the accuracy of the estimation model according to different needs. It also improves the error message of estimation failure to expose the actual reason.
This PR also includes a tweak of replicas estimation which scales resource metrics to 0~100, making model estimation working as expected.
