Update GitHub Actions & CODEOWNERS

Description

• Add @soniakaukonen as a CODEOWNDER for SVG icons
• Only run Sonar Scan, Mend Scan and Review Reminders on the 'trimble-oss/modus-icons' repo. (prevents issues with users forking the project and then the Trimble GH Actions failing)
