if a contest or a custom scoreboard have specified time range, they show points only from submits from that time range
there are three types of time range restrictions: 1. scoreboard of a time restricted contest shows only submits made during the contest 2. custom scoreboard has single time range restriction -- this can be used to make yearly scoreboards of all tasks 3. custom scoreboard (collection of contests) honors time ranges of individual contests -- this can be used to make a scoreboard for a series of time restricted contests
