Opening a new issue from #24260 to track this.

In v3, we had a complex navbar that automatically had a max-height and some scrolling for longer navs on smaller viewports. In v4, we have a ton more flexibility around the nav, but no overflow support.

Making a note—restoring the old scroll plus adding a horizontal scroller would be rad.
