better identify target of column drag

followup to #7175

currently if the mouse is anywhere over a column, then it identifies the preceding column as the target of the drag (ie if the mouse is over column X then it inserts before column X).

better: if the mouse is on the left half of column X it inserts before column X, and over the right half of column X it inserts after column X.
